Federalismo fiscale: ci perde il Sud (Sardegna esclusa), guadagna il Nord
Le città più penalizzate sono L'Aquila e Napoli (-60%). Milano +34%, Parma +105%, ma Genova -22, Torino -9%

I capoluoghi di provincia perderanno oltre 445 milioni di euro in totale con il federalismo fiscale, ma con forti disparità tra Sud e Nord, con il primo penalizzato (Sardegna esclusa) e la regioni settentrionali che beneficeranno di nuove risorse, pur con qualche eccezione. E le città che vedranno la maggiore diminuzione di risorse saranno Napoli e L'Aquila.
Sono i dati che emergono da uno studio del Partito democratico realizzato dal senatore Marco Stradiotto sui dati della Commissione tecnica paritetica per l’attuazione del federalismo fiscale (Copaff) . La perdita di risorse per i servizi essenziali per i 92 capoluoghi di provincia presi in esame, nel passaggio dai trasferimenti statali all'autonomia impositiva prevista dalla riforma, è pari complessivamente a 445.455.041 euro. È il risultato del confronto tra i trasferimenti relativi al 2010 e il totale del gettito dalle imposte devolute in base al decreto attuativo sul fisco comunale (tassa di registro e tasse ipotecarie, l'Irpef sul reddito da fabbricati e il presunto introito che dovrebbe venire dalla cedolare secca sugli affitti). Dei Comuni presi in esame, 52 otterrebbero benefici mentre 40 ne verrebbero penalizzati.
In particolare, il Comune dell'Aquila perderà 26.294.732 euro pari al 66% delle risorse, quello di Napoli non avrà 392.969.715 euro, pari al 61% dei trasferimenti. Napoli ora è il Comune che riceve i trasferimenti statali più alti: 668 euro per abitante di fronte a una media di 387. I cittadini aquilani dal 2014 pagheranno, infatti 188 euro di Imu (Imposta municipale unica), mentre attualmente per ognuno di loro vengono dati al Comune 548 euro. Tutto il Sud sarà penalizzato: Messina perderà il 59%, Potenza -56%, Palermo e Cosenza il 55%, Taranto il 50%, Roma il 10%.
Il capoluogo di provincia che avrà più da guadagnarci è Olbia, pieno di seconde case abitate pochi mesi all'anno (spesso solo uno). Il Comune sardo vedrà i propri introiti balzare del 180%. Chi guadagna è complessivamente il Nord: Imperia segna +122%, Parma +105%, Padova +76%, Siena +68% e Treviso +58%. Milano avrà il 34% di risorse in più, Bologna il 40%, mentre tra i capoluoghi del Nord perderanno Torino (-9%) e Genova (-22%).

Tale Accordo, prevede la prosecuzione dell'insegnamento della lingua italiana come materia curricolare (avviato con la firma del primo Accordo in materia del 1997) in 62 scuole pubbliche di Buenos Aires con oltre 7.500 alunni con la possibilità di allargarne l'ambito di applicazione nel corso dei prossimi anni scolastici. Porque tenemos que unirnos, tenemos que dejar de ir a Italia, como un peón en un ajedrez, para decir lo que nos dicen los partidos políticos italianos, por eso nosotros creamos el MAIO (partido político independiente) que queremos unir a todos los legisladores del exterior para poder hacer fuerza y lograr cosas por los italianos que viven en el exterior, lamentablemente hicimos un muy buen control, los proyectos de ley no han sido aprobados y lamentablemente sobre todo por la política de Silvio Berlusconi, nos tiene postergados y cajoneados proyectos como la pensión social que hemos presentado para que se termine la discriminación de la mujer, en lo que es la transmisión de la ciudadanía; proyectos que no le cuesta ni un euro al gobierno italiano, cajoneado, el proyecto marco polo para dar más becas a los jóvenes italianos en el exterior, cajoneados, se tienen que responsabilizar; hagamos fuerza para realizar cambios en realidad, si Berlusconi cambia y hace una política que beneficia a los italianos en el exterior, nosotros vamos hacer los primeros en apoyarlos, no es que estamos en contra de él, por una cuestión ideológico nosotros estamos en contra it because we have drawers.

Se da comienzo al acto, con el himno Nacional de la República Argentina, seguido por el de Italia; la letra de ambos aparece en pantalla que al ritmo de los himnos se podían seguir las estrofas; a continuación las palabras del Embajador Dr. Guido Walter Di Tella, seguido del Consul General Dr. Giancarlo Maria Curcio.

   CINOBA      (Comité Italiano del Norte -Oeste) y el alcalde de esa ciudad, el Dr. Joaquín   
   De La Torre, Presi    dente de la Buenos Aires Comites , Cav. Graciela Laino ha parti

As. y el Sr. Horacio FERRER, Director de Discapacidad de la Municipalidad de Avellaneda. No habiendo podido estar presente, por razones de salud, la Senadora Nacional por Misiones (FPV) Maria Elida VIGO, auspiciante de la Jornada.


También concurrieron a brindar su apoyo el Lic. Ricardo PERRETA, vicepresidente de APES (Asociación del Personal Superior del Congreso de la Nación); el Sr. Daniel RAMOS, a cargo de la Comisión de Discapacidad del Personal de la AFIP; la Dra. Silvia GOÑI, Secretaria Nacional del PJ Digital; el Sr. Luís PAZ por CILSA; la Sra. Mónica CARVALLO vicepresidenta de A.P.P.A.; Directivos de la Escuela Especial Nº 508 de Avellaneda; Mr. Claudio King, the program "Integrating TV", Dr. Miguel Angel Di Grazia Scientific Journalist and President of NGOs and representatives of other civil society entities, committed to addressing the problems of people with disabilities and the general public. Por INCLUIR Asociación Civil intervinieron su Presidente Sr. Humberto SOTTILE y el Tesorero de la misma, Sr. Horacio BUCCICARDI, quienes abundaron en el mismo sentido, dando la bienvenida al Dr. Julio Wilfredo GUZMAN JARA, actual Presidente de la Organización Mundial de Personas con Discapacidad (OMPD), quien visita nuestro país a fin de afianzar los vínculos y consensuar actividades, con las entidades representativas de las personas con discapacidad locales.
